does two popular ideologies, instead of one, in leadership, prove benificial to the "people" as well as the state?

Why even have heads of state at all? Why not have a complete parliamentary system where they elect a Prime Minister whom is under the control of the cheif legisltive body? I felt that this is by far more personal and with a large number of different views it opens up a large amount of debate.
This can also allow people to have a greater role in government, what they can do is make the terms rather short an that the legislative leaders hold public opinion polls BEFORE a vote and use that as a basis for lawmaking.
Ideological this seems a rather hopeful solution to most executive abuses of power.

The divisions in government are supposed to create conflict between different domains. Anything that can be done to a government to interfere with its ability to exercise power is a good thing. Let the two chiefs be able to veto each other.

People should vote according to their actual opinions and not by ideology. A system which encourages if not requires people to fit their beliefs into a particular mold in order to have an opinion of any value is a flawed system.
As for having 2 heads of state.. or even 9.. why not?
Who says 1 man has to be in charge? Does the president actually do anything except make decisions? decisions can be made by groups.
The 1 head of state model is a holdover from monarchism.

national liberation is key in collectivizing interests such as prestige, liberty and autonomy. If well structured and governed flawlessly, such a form of leadership, if in utilitarian view, will prove a dawn in mankinds history.
