I remember when Jan Egeland talked about what happened that made international response different between the Indonesian Tsunami and the Pakistani Earthquake. He said that tourists as well as the convenient holiday season made Indonesia an ideal place to send relief, whereas Pakistan would have to fend for itself. There having been the recent attacks on Lebanon and Turkey and Sri Lanka all during tourist season, is this the only way that terrorist groups can gain attention again? Must they resort to killing tourists to have their claims heard, as killing native civilians now just doesn't cut it? I think the grandstanding and right-wing brinksmanship in the western world are going to force the world into such situations. Are there solutions or historical precedents?

Wars throughout history have been against countries, not just thier military, but against the intire country,it will return to that because it is the only way a war can truely be won and a clear victor as an outcome,Liberal thinking sugests you only fight military targets, and the geneva convention after the second world war also supported such Ideas , but in reality every governing body on the face of the earth is aware, you cannot defeat a enemy in that manner , you must defeat the country ,military, civilian, men, women and children, its sad that its that way ,but sadness and or sympathy won't make it different, the thing that makes terrorism effective is nations unwillingness to do those things nessassary to win a war, especialy if winning might lead to the deaths of not hundreds but hundreds of thousands.

acts of terrorism happen every day, every month, every year. the point of terrorism is to send a message to the people who you think should change. if you want your own people to change, you hurt them. if you want your neighbours to change, you scare them. if you want america to change, you have to hurt them and make sure it sticks. (target people well known.) example - 9/11 it stated that no one is safe, even in america.
for the natural phenomina such as tsunami's and earthquakes, an tsunami will hit and usually kill more people then an earthquake. (being waves are carried in water much better then earth). Yes, i know pakistian was horrible, but the tsunami was much worse. not to mention that very few country's lost their residents to the earthquake.
