How does one country end up seeming to have a completely different personality to another country? Not stereotyping, but actual differences.

Its called conditioning. as we grow up we are told what our countries are most known for. take Canada for example; we are known for being polite. we are told this is how the world views our country and we want to represent our country that way.
of course this isnt true for everyone....

Its known that stereotypes perpetuate different behavioural sets. eg: how I act towards you determines how you will act towards me. exposure to different concepts determines everything about your concepts etc
