What the?

"There are a terrible lot of lies going around the world, and the worst of it is half of them are true."

That quote does not make sense. Please, relieve me of my stupidity and tell me what it means!

    Its saying there are a lot of lies out there although a good amount of the 'lies' going around are not lies but things which conflict with what we believe is true (what we want to be true), us in turn telling ourselves its a lie.

    Moral of the story: Don't be stubborn or in other words keep an open mind.

    But it doesn't make any sense. How can half of all lies be true, and what bearing does such a paradoxical phrase have on the wisdom of man and the realities of society?

    There's an essay entitled 'On Bullshit' by a philosopher whose name escapes me for the moment. He distinguishes bullshit from out-and-out lying by defining the former as simply being a collection of supposed facts that are tossed out without any regard for whether or not they are true.

    It could be referring to true pieces of information used in an obfuscatory manner - despite the fact that they are true, they are used to deceive people in the same way as lies. Hence the 'worst of all' part of your quote.
