Canadian Poppy Quarter Suspect in Espionage Plot

This is what the worlds first coloured coin looks like under UV light.

This Canadian quarter was suspected of being a tool in which intelligence could be gathered. What the UV light shows is the fibers in which keeps the colour of the poppy on the coin. not a radio transmitting device used by Canadian's to gather intelligence, which the american intelligence agency feared it to be.

My question is, whatever happened to the americans that they would suspect an honourary quarter to be an intelligence device? The Twin Towers created alot of fear, but could it really create this much?

    not tryin to be sarcastic here but what are we trying to transmit? obviously pictures are not it (a lot of pockets and drawers), sounds? yes, we are throwing money out there in hopes some high up, or terrorist speaks about something with it in their pockets.
    besides for finding out what kind of purses women have and the type of fabric softener men use, its pretty useless.

    How often do people have loose change on them? Most of the time, whenever out and socializing anyway; and that is usually when it counts most. And it requires no infiltration, only the spread of legal tender, or maybe even a guided exchange of monitored money. It seems costly and randomly dependent on pure chance, but obviously there was reason to consider that it could've been employed efficiently.

    Money changes hands more quickly than most anything. Change itself is likely to fall in the street and be collected by bums for a while. And how would you monitor SO MUCH money, unless you're only monitoring a small handful of money. In which case the only worthwhile result would likely be "Wow, look how quickly that thing got around"
