Canadian Poppy Quarter Suspect in Espionage Plot

This is what the worlds first coloured coin looks like under UV light.

This Canadian quarter was suspected of being a tool in which intelligence could be gathered. What the UV light shows is the fibers in which keeps the colour of the poppy on the coin. not a radio transmitting device used by Canadian's to gather intelligence, which the american intelligence agency feared it to be.

My question is, whatever happened to the americans that they would suspect an honourary quarter to be an intelligence device? The Twin Towers created alot of fear, but could it really create this much?
