If the state authorises marriages through marriage licences and churches are forced to adhere to state mandates. Does this mean that the state is a higher authority than God?

No
I don't believe it does, I don't personally think God is a respecter of men, neither statesmen or clergy, Those things God will bind , he will bind, and recognition of mankind is not required

Irrelevant
clouds rain, and the sun is forced to adhere to earthly weather patterns for temporal influence. Does this mean clouds have more authority over individual plants than the sun????
the point is there either is no authority of either party over anything, or if there is, it is ulterior to each other despite any appearance.
