Keys are symbolic of giving one access to a Higher way
Jesus is granting those who follow Him the ability to walk boldly before God. Making us as white as snow before God, and empowered by the Holy Spirit, we are able to bring change through intercessory prayer, in accordance with our faith and the power of the resurrection.Basically, prayer produces results, and one can intercede to halt the forces of darkness, bring blessings and effectively fufill God's will on earth.

Without a doubt I totally agree Tech but you and I both know deep down that many reading this do not know the full weight and implimencations of the last part: "walk in faith".

Let's See
Let's put this in the proper context.Mat 16:13 When Jesus came into the coasts of Caesarea Philippi, he asked his disciples, saying, Whom do men say that I the Son of man am?
Here we see whom Jesus was takling to, the disciples.
Mat 16:14 And they said, Some say that thou art John the Baptist: some, Elijah; and others, Jeremiah, or one of the prophets.
Mat 16:15 He saith unto them, But whom say ye that I am?
Mat 16:16 And Simon Peter answered and said, Thou art the Christ, the Son of the living God.
Mat 16:17 And Jesus answered and said unto him, Blessed art thou, Simon Bar-jona: for flesh and blood hath not revealed it unto thee, but my Father which is in heaven.
But to narrow it down further, He is now speaking to Peter, the chief apostle, the human leader of the church that is intsituted on Pentecost.
Mat 16:18 And I say also unto thee, That thou art Peter, and upon this rock I will build my church; and the gates of hell shall not prevail against it.
This is the church that began on Pentecost with the indwelling of God's Holy Spirit.
Mat 16:19 And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.
So, to whom did he give the keys? Peter, the chief apostle. The human head of the church at that time. This is not authority to be given to mere lay people. This is the physical head of the organization. This person, and this person only, has the authority to bind and loose and make judgements. Whomsoever is leading God's church (note, it doesn't say churchES) today, is the only one who has that authority.

I see this as a kind of self fulfilling prophecy. If you are walking truly with God, and only then, would you be given access to the keys. But those who are doing so would only be what His word determines, so in effect, it is still the faithful that have this power. Are you to say that a man effectively walking fully with Christ would not be able to have spiritual authority through Christ Jesus, simply because he is not ordained to? Then why did the Bible say that we would do greater things than even Christ? And whatever we believe for in prayer will be done? And that if we even have a mustard seed of faith, that we can upturn mountains and cast them into the sea? Authority doesn't determine faith; ordainment AND faith determine authority. God is no respector of man.
It is Christ living in us. It is the Holy Spirit living in us. If this is so, then Christ in us and Holy Spirit in us, if we are consumed by such, have ALL authority (bar only the Father, but they do the perfect will of the Father).
How do you determine from the Word what authorities we are allowed and not allowed? Whatever God's will is we have all authority to pray for this and believe for it. This is Christ's prevailing message.
